Refers to physically, mentally, politically and socially wellbeing of an individual and not merely the absence of diseases/infirmity.
Policy
Statement on how the government is to achieve its goals and objectives with regard to a specific area such as health, education, agriculture.
It can be described as a deliberate plan of action to guide decisions and achieve rational outcome(s).

Health policy:
A visionary program of action adopted by the government to have a healthy society, with improved social wellbeing that will contribute effectively to personal and national development.
Planning:
The act of making plan(s).
Plan:
A detailed proposal for doing or achieving something in future. However can also be defined as an intention or decision about what one is going to do.
